Fulfilled. The promise is to implement a comprehensive policy for managing Khazan land and encouraging its agricultural use. The Goa State Amritkal Agriculture Policy 2025 contains a dedicated Khazan Land Development framework covering integration with watershed programmes, desilting, sluice-gate management, field inspections, farmer grievance handling, seasonal cultivation, bund repairs, drainage, embankment strengthening and long-term monitoring. It also provides for additional budget support to revive fallow and Khazan land. Current state schemes subsidise Korgut and other salt-resistant paddy seed for bringing neglected Khazan land back under cultivation. The 2026 Governor's Address further records strengthening of 9.09 running kilometres of Khazan bunds at an expenditure of Rs 27.94 crore, protecting 384 hectares of paddy fields from saline water. The commitment was to establish and implement the management and incentive framework, not to complete restoration of every Khazan parcel. The policy and its funded implementation therefore fulfil the promise. Status fulfilled.
