Formulate a comprehensive horticulture production and export policy

Fulfilled by substance. The commitment is to formulate a comprehensive policy framework promoting horticulture production and exports. It does not require the policy to carry the exact title Horticulture Policy. The Government of Goa published the Goa State Amritkal Agriculture Policy 2025 in the Official Gazette on August 1, 2025. The policy contains an extensive dedicated Development of Horticulture chapter covering coconut, cashew, mango, jackfruit, kokum, vegetables, fruits, flowers, spices, planting material, productivity, processing and market development. It also contains a separate Agriculture Export chapter covering export infrastructure, certification, branding, consortia, international market access and value-chain interventions for horticulture, spices, cashew and coconut. Since the promised production and export subjects are comprehensively incorporated into a notified state policy, the policy-formulation commitment is fulfilled. The verdict does not imply that every production or export objective within the policy has already been achieved.
