We will augment the Manohar Parrikar Scholarship to support Goan stu-dents who get admitted into the top 100 Universities in the world and Top 10 NIRF Universities of the country.

The commitment is evaluated by whether the scholarship framework has been substantively expanded to support Goan students studying at highly ranked institutions, rather than requiring the exact manifesto wording to appear in the scheme title. The pre-election scheme provided 20 regular awards annually, with a maximum of 30. The revised Manohar Parrikar Goa Scholars Scheme, notified in March 2026, provides 40 regular awards annually, with a maximum of 50. It expressly recognises institutions appearing in QS, THE and NIRF rankings, as well as NAAC-accredited institutions. Its broader ranking-based eligibility includes students admitted to the world's top 100 and India's top NIRF universities. This constitutes concrete augmentation of award capacity and the ranking framework. However, the notification does not expressly create guaranteed support for every Goan student admitted to the specified top-100 or top-10 categories, and no completed selection and disbursement cycle under the revised scheme was identified.
