On track, but not fulfilled. The Goa State Amritkal Agriculture Policy 2025 expressly defines agricultural startups as including ventures working in supply-chain logistics. It proposes a dedicated agro-horticulture startup incubation programme providing mentorship, funding and infrastructure support and also proposes an Agro-Innovation Fund offering grants and subsidies. The Goa Startup Policy 2025 separately establishes a general incentive framework, including incubation support, reimbursements and a proposed Venture Capital Fund. These constitute concrete policy action towards incentivising the relevant startup ecosystem. However, no approved source found confirms that the agriculture-specific incubation programme or Agro-Innovation Fund is operational, that incentives have been disbursed, or that agricultural marketing and supply-chain startups have received support under these measures.
