What does this status mean?

Meaningful delivery has occurred, but the stated commitment is incomplete.

Status describes delivery. Confidence describes how strong the available evidence is.

Original manifesto wording

“We will set up a Centre of Excellence for clean energy technologies and position the country as Global Manufacturing Hub for Wind, Solar and Green Hydrogen and scale up Bio-Energy Manufacturing facilities from all sorts of waste.”

Our Assessment

ndia's clean-energy manufacturing ecosystem has expanded substantially since the 2024 election across solar, wind, green hydrogen and bioenergy. Solar-PV module manufacturing capacity reached about 172 GW by March 2026, while domestic wind-turbine manufacturing capacity increased to about 24 GW. Under the National Green Hydrogen Mission, 3,000 MW per year of electrolyser-manufacturing capacity has been awarded, alongside large-scale green-hydrogen production awards. Bioenergy manufacturing has also moved from incremental SATAT expansion to a dedicated national scale-up programme: the ₹23,731 crore GOBARdhan scheme was approved in August 2026 and launched in October 2026, targeting a nearly ten-fold increase in domestic compressed-biogas production. Government action has also begun on the promised research component: MNRE invited proposals in November 2024 for Green Hydrogen Centres of Excellence with ₹100 crore earmarked, and announced a joint renewable-energy R&D Centre of Excellence with the Ministry of Power. However, available official evidence reviewed by ManifestoWatch does not yet establish that the broader promised clean-energy Centre of Excellence is operational. The evidence therefore shows sustained implementation and measurable expansion across the principal manufacturing sectors named in the manifesto, while the broader objective of becoming a global manufacturing hub remains continuing in nature and the Centre of Excellence component is not yet verified as operational.

Promise Timeline

6 Aug 2026

Union Cabinet approved the new unified GOBARdhan National Circular Bioenergy Scheme with a ₹23,731 crore outlay for FY2026-27–FY2035-36. It provides assured CBG offtake, stable pricing, capital assistance, pipeline connectivity and financing support and targets a nearly ten-fold increase in domestic CBG production. More than 200 CBG plants had already been commissioned.
