What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will further equip the Armed Forces and the Central Armed Police Forces with modern state-of-the-art weapons, equipment and technology to aid the swift disposal of any current and emerging threats.”
Our Assessment
Modernisation and indigenisation are being actively pursued. The Ministry of Defence signed a record 193 contracts worth about Rs 2,09,050 crore in FY2024-25 (Rs 1,68,922 crore to domestic industry), defence exports reached a record of about Rs 38,424 crore, and the defence budget rose to Rs 6.81 lakh crore for 2025-26. Positive Indigenisation Lists now mandate domestic procurement of thousands of items, with platforms such as ATAGS, Pinaka, indigenous drones and the C-295 (Vadodara) advancing. As an open-ended commitment to further equip the forces, it is being delivered on an ongoing basis rather than completed. Partial (strong momentum).
