Original manifesto wording
“We will establish a brand new International Football Stadium and Football Academy with a world renowned coach in the state and host the FIFA U-20 World Cup in the upcoming years.”
Our Assessment
Pending. The sentence is split because construction of a new football stadium, establishment of a football academy and hosting the FIFA U-20 World Cup have independent completion thresholds. This entry tracks only the new international football stadium. Goa has undertaken substantial renovation and upgradation of existing football grounds, stadiums and sports complexes. However, refurbishment of an existing facility is not equivalent to constructing a brand-new international football stadium. Existing facilities such as the Pandit Jawaharlal Nehru Stadium also predate the 2022 election. The January 2026 official sports-infrastructure register lists numerous completed, ongoing and proposed sports projects but does not confirm a sanctioned new international football stadium. No approved source found confirms project approval, identified land, administrative or expenditure sanction, tender, construction contract or physical work for such a stadium. Status pending.

Promise Timeline
AIFF reported that PJN Stadium, Margao hosted the largest number of matches in the FIFA U-17 Women's World Cup, including knockout matches; this confirms existing football-hosting capacity, not a brand new stadium.
