What does this status mean?
Implementation is progressing towards the commitment.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will make Goa the meetings, conventions and exhibitions hub (MICE) of Asia, further boosting the tourism sector.”
Our Assessment
On track, but not fulfilled. The promise concerns the broader development and positioning of Goa as a leading Asian destination for meetings, conventions and exhibitions. It is distinct from the specific Mopa Aerocity promise, although Aerocity is one delivery mechanism supporting this wider objective. The Mopa Aerocity master plan includes hospitality, business and convention uses, and official records confirm city-side leases for two hotel projects. Goa Budget 2025-26 stated that work on the Convention Centre at Dona Paula would commence during the year. The Governor's Address 2026 further confirms that the Government floated a tender for development of the International Convention Centre at Dona Paula on a Design, Build, Finance, Operate and Transfer basis. These are concrete planning, procurement and infrastructure actions supporting business and MICE tourism. However, neither the Dona Paula International Convention Centre nor the Mopa convention component is reported as constructed and operational. No approved source establishes sustained international event volumes, Asian market leadership or recognition of Goa as the meetings, conventions and exhibitions hub of Asia. Status on_track.
