CBI/ED liquor-policy probe, loss recovery and a new transparent excise policy

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will cooperate with the CBI and ED for a time-bound investigation of the AAP-DA’s liquor policy, ensuring that the guilty leaders are punished and the revenue loss from this scam is fully recovered. Additionally, we will end the current liquor licensing policy and implement a new, transparent and accountable policy.”
Our Assessment
Mixed delivery. Investigations into the 2021-22 excise policy by the CBI and ED — which predate this government — continue, and the CAG report on the policy (about ₹2,026 crore loss) was tabled in the first Assembly session, with the Assembly’s Public Accounts Committee taking it up. But the pledge’s other elements are incomplete: there is no confirmation of full recovery of the alleged revenue loss, and the promised new, transparent excise policy has not been implemented — the government has instead repeatedly extended the existing duty-based, government-run regime (for 2025-26 and again for 2026-27) while a new policy drafted by a committee under PWD Minister Parvesh Verma remains in progress. Marked partial.
