Our Assessment

Partly addressed. DUSIB continues to operate the city’s network of shelter homes (rain baseras) with a control room and grievance redressal, and the government approved ₹327 crore of JJ-cluster development projects (January 2026) covering sanitation and civic works, alongside Atal Canteens serving shelter/JJ populations. However, no specific target or measurable expansion of "adequate, fully-equipped" shelter homes has been confirmed as delivered as of the research date. Marked partial.
