mediumThe promise was universal 4G/5G plus high-speed broadband or fibre for every village and hamlet. National delivery is clearly moving: the 4G saturation project was approved in July 2022 for uncovered villages at Rs 26,316 crore, and a 2026 DoT/PIB release reported BharatNet had connected nearly 97 percent of targeted Gram Panchayats nationally with nearly 7 lakh km of optical fibre laid, while the amended BharatNet scheme aims to extend broadband beyond Gram Panchayats to nearly 6.5 lakh villages. However, I did not find an approved-source Uttarakhand village-and-hamlet completion figure proving universal 4G/5G and fibre coverage. This is partial because the relevant central connectivity programmes exist and are progressing, but Uttarakhand endpoint delivery is unverified. Budget status: central programme outlays exist, but no Uttarakhand-specific universal-connectivity allocation was verified.
