The promise was to frame a new policy to safeguard ex-servicemen and security personnel appointed through UPNL. UPNL itself is operational and its official site lists job enrolment and government orders on honorarium revision and incentive allowance. In August 2025, TOI reported that the Uttarakhand cabinet approved proposals to frame policies for women, youth and ex-servicemen, and that ex-servicemen working through UPNL would be integrated with government employment and self-employment schemes and matched with suitable services. In January 2026, TOI reported cabinet approval for equal-pay-for-equal-work benefits for UPNL-sponsored personnel with 10 years of continuous service in the first phase. This is real movement, but I did not find the promised comprehensive new UPNL policy specifically safeguarding ex-servicemen and security personnel. Budget status: related salary benefit and honorarium measures exist, but no single policy-specific budget allocation found.
