The promise was to raise special merit scholarships for wards of ex-servicemen to Rs 60,000, Rs 75,000 and Rs 90,000 per year for Intermediate, Graduation and Post-Graduation. KSB Guidebook 2025 records Uttarakhand special education grants for brilliant students: Rs 30,000 for boys and Rs 50,000 for girls at Intermediate level, Rs 40,000 for boys and Rs 60,000 for girls at Graduation level, and Rs 50,000 for boys and Rs 70,000 for girls at Post-Graduation level. These are substantial increases compared with the pre-manifesto figures, but remain below the manifesto slabs across the board. The verdict is partial because a special scholarship pathway exists, but the promised quantum is not delivered. Budget status: benefit rates verified, but no specific augmentation allocation found.
