Tourism Policy 2023 recognises hotels and tourism/hospitality training centres as eligible tourism units, but I did not find district-wise evidence of two new 3-star hotels with attached training facilities in every district. The promise requires a district-wise asset network. Generic hotel incentives and existing private hotels do not prove delivery. Budget: Tourism incentives exist; no 26-hotel district-wise allocation found.
