The promise was a non-lapsable quota for wards of martyred soldiers in government jobs. Approved-source evidence shows the state has an operational compassionate-employment pathway for martyr dependents: Business Standard reported the Chief Minister saying 37 dependents of martyrs had been provided government jobs and the application period had been increased from two years to five years; the Haridwar district soldier board page also lists helping dependents of martyred soldiers obtain government jobs as a district soldier board function. However, I did not find approved-source evidence of a non-lapsable quota for wards, or a notified quota that cannot lapse. The verdict is partial because employment support exists, but the promised durable quota mechanism remains unverified. Budget status: no specific budget line or quota-post allocation found.

View sourceWe will increase the special scholarship amount for the wards of ex-servicemen as follows: Intermediate from ₹12,000 p.a to ₹60,000 p.a for 80% and above marks in High School; Graduation from ₹15,000 p.a to ₹75,000 p.a for 80% and above marks in Intermediate; and PG from ₹18,000 p.a to ₹90,000 p.a for 70% and above marks in UG final year.
We will augment the scholarship for the wards of ex-servicemen to cover the school fees and stationery expenses: General education I-VIII from ₹3,000 p.a to ₹5,000 p.a; IX-XII from ₹6,000 p.a to ₹10,000 p.a; U.G. from ₹4,000 p.a to ₹20,000 p.a; P.G. from ₹4,000 p.a to ₹20,000 p.a; and Research and M.Phil from ₹10,000 p.a to ₹50,000 p.a.
We will provide a job-kit with a one time financial grant of ₹50,000 to ex-servicemen at the time of their retirement from the Armed Forces.
