“We will increase the special scholarship for the wards of martyred soldiers across the board: Intermediate from ₹12,000 p.a. to ₹60,000 p.a.; Graduation from ₹15,000 p.a. to ₹75,000 p.a.; Post-Graduation from ₹18,000 p.a. to ₹90,000 p.a.”
The promise was to increase special merit scholarships for wards of martyred soldiers to Rs 60,000 at Intermediate, Rs 75,000 at Graduation, and Rs 90,000 at Post-Graduation levels. The KSB Guidebook 2025 lists Uttarakhand special education grants for brilliant students up to JCO rank at Rs 30,000 for boys and Rs 50,000 for girls at Intermediate, Rs 40,000 and Rs 60,000 at Graduation, and Rs 50,000 and Rs 70,000 at Post-Graduation. These benefits substantially overlap with the promised special-scholarship objective, but the verified rates remain below the manifesto amounts and the beneficiary framing is broader than wards of martyred soldiers. Verdict is partial. Budget status: benefit rates are verified, but no specific annual allocation for the promised higher rates was found.

View sourceWe will increase the special scholarship amount for the wards of ex-servicemen as follows: Intermediate from ₹12,000 p.a to ₹60,000 p.a for 80% and above marks in High School; Graduation from ₹15,000 p.a to ₹75,000 p.a for 80% and above marks in Intermediate; and PG from ₹18,000 p.a to ₹90,000 p.a for 70% and above marks in UG final year.
We will augment the scholarship for the wards of ex-servicemen to cover the school fees and stationery expenses: General education I-VIII from ₹3,000 p.a to ₹5,000 p.a; IX-XII from ₹6,000 p.a to ₹10,000 p.a; U.G. from ₹4,000 p.a to ₹20,000 p.a; P.G. from ₹4,000 p.a to ₹20,000 p.a; and Research and M.Phil from ₹10,000 p.a to ₹50,000 p.a.
We will provide a job-kit with a one time financial grant of ₹50,000 to ex-servicemen at the time of their retirement from the Armed Forces.
