“We will augment the scholarship for wards of martyred soldiers to ensure that it covers school fees and all other academic expenses: General Education I-VIII from ₹3,000 p.a. to ₹5,000 p.a.; IX-XII from ₹6,000 p.a. to ₹10,000 p.a.; Higher Education U.G. from ₹4,000 p.a. to ₹40,000 p.a.; P.G. from ₹4,000 p.a. to ₹40,000 p.a.; Research and M.Phil from ₹10,000 p.a. to ₹100,000 p.a.”
The promise was to raise scholarships for wards of martyred soldiers across school, higher education, and research levels, and to cover school fees and all academic expenses. The KSB Guidebook 2025 lists Uttarakhand education grants across classes 10-12, graduation, post-graduation, PhD and professional courses, with several rates such as Rs 6,000 to Rs 30,000 for general categories and Rs 50,000 for engineering or medical courses; it also lists small martyr-dependent education assistance through the Kargil Shaheed Kosh and Police and Armed Forces Sahayata Sansthan. These are meaningful education benefits, but they do not verify the manifesto table: I-VIII at Rs 5,000, UG and PG at Rs 40,000, Research and MPhil at Rs 1 lakh, or coverage of all fees and academic expenses. Verdict is partial, not fulfilled. Budget status: benefit rates are verified, but no specific annual allocation for the promised augmentation was found.
Uttarakhand Soldier Welfare page listed the central Education Grant at Rs 1,000 per month for eligible ESM or widow dependents up to graduation, indicating continuing education assistance but not the promised martyr-ward augmentation.

View sourceWe will increase the special scholarship amount for the wards of ex-servicemen as follows: Intermediate from ₹12,000 p.a to ₹60,000 p.a for 80% and above marks in High School; Graduation from ₹15,000 p.a to ₹75,000 p.a for 80% and above marks in Intermediate; and PG from ₹18,000 p.a to ₹90,000 p.a for 70% and above marks in UG final year.
