The promise was specific: assistance to ex-servicemen and Uttarakhand youth to settle in international-border districts under Hima Prahari. Soon after the election, approved reports said the Chief Minister sought Centre support for Him Prahari, with proposed border or snow guard teams, honorarium, and estimated expenditure of about Rs 5.45 crore. Separately, official Rural Development pages show related state-sector mechanisms: Mukhyamantri Border Area Development Programme supports infrastructure, livelihoods, skill development, tourism, growth centres, reverse migration and anti-migration activity in remote border areas; Mukhyamantri Palayan Roktham Yojna supports self-employment, skill development, financial assistance and reverse migration in 474 migration-affected villages. These schemes cover much of the youth, livelihood, border-area and anti-migration intent, but no approved-source evidence was found of the promised Hima Prahari settlement assistance operating for ex-servicemen or of a dedicated settlement mechanism in international-border districts. Budget: related state-sector schemes and MBADP gap funding exist, but no specific Hima Prahari budget allocation or sanctioned settlement-assistance budget was found.
