State admission-portal listings show Government Degree Colleges/programmes at the named locations, including Dehradun, Bhupatwala, Kaljikhal, Khirsu, Dewal and Haldwani/Gadarpur/Danya entries across the Samarth higher-education portal. The Haldwani college also states it was established on 18 October 2021. Objective met: the manifesto promised fast-tracking establishment of already announced colleges, and the named colleges appear operational for admissions/programmes. This is not judged on building perfection, only establishment/operation intent. Budget: Operational college evidence verified; no promise-specific capital allocation isolated for all eight colleges.
