The KSB Guidebook 2025 records Uttarakhand reservation in state government jobs as 2 percent for ex-servicemen only, but I did not find approved-source evidence of a post-2022 policy making 70 percent of those reserved seats non-lapsable, or a notified carry-forward/non-lapse mechanism.
