“We will ensure that 70% of all seats reserved for ex-servicemen under the ex-servicemen quota in government jobs become non-lapsable.”
The promise was not merely to maintain ex-servicemen reservation; it was to make 70 percent of all seats reserved under the ex-servicemen quota non-lapsable. The KSB Guidebook 2025 records Uttarakhand reservation in state government jobs as 2 percent for ex-servicemen only, but I did not find approved-source evidence of a post-2022 policy making 70 percent of those reserved seats non-lapsable, or a notified carry-forward/non-lapse mechanism. The verdict is pending because the underlying ESM quota exists, but the promised non-lapsable conversion is unverified. Budget status: no budget line needed for the quota itself, and no administrative order/allocation found for the promised non-lapsable mechanism.

View sourceWe will increase the special scholarship amount for the wards of ex-servicemen as follows: Intermediate from ₹12,000 p.a to ₹60,000 p.a for 80% and above marks in High School; Graduation from ₹15,000 p.a to ₹75,000 p.a for 80% and above marks in Intermediate; and PG from ₹18,000 p.a to ₹90,000 p.a for 70% and above marks in UG final year.
We will augment the scholarship for the wards of ex-servicemen to cover the school fees and stationery expenses: General education I-VIII from ₹3,000 p.a to ₹5,000 p.a; IX-XII from ₹6,000 p.a to ₹10,000 p.a; U.G. from ₹4,000 p.a to ₹20,000 p.a; P.G. from ₹4,000 p.a to ₹20,000 p.a; and Research and M.Phil from ₹10,000 p.a to ₹50,000 p.a.
We will provide a job-kit with a one time financial grant of ₹50,000 to ex-servicemen at the time of their retirement from the Armed Forces.
