Enact Uttarakhand Private Universities Act
“Uttarakhand State Private Universities Act” will be enacted to ensure effective regulations of private universities in the state as well as enable a transparent process in opening new private universities.

“A “Chief Minister Research Fellowship (CMRF)” will be established in line with the Prime Minister Research Fellowship (PMRF) to encourage students of Uttarakhand to undertake advanced research within Uttarakhand by a monthly grant of ₹ 40,000 per student.”
Uttarakhand launched the Mukhyamantri Uchcha Shiksha Shodh Protsahan Yojana/CM Higher Education Research Incentive framework through the Higher Education Department and Samarth portal. It supports research with grants, but the verified benefit structure is not a PMRF-like ₹40,000 monthly fellowship per student. Research-support objective partly delivered, but the promised fellowship design and ₹40,000 monthly student grant are not verified. Budget: Research grant support verified; public scheme summaries indicate grants up to ₹15 lakh and lower monthly assistance, not ₹40,000/month.
