Expand physical infrastructure at and transportation access to all the temples and gurudwaras within the Char Dharm Circuit, and initiate a Manaskhand Mandir Mala Mission for infrastructural development and beautification of ancient temples in Kumaon on the lines of the Char Dham Project in Garhwal.

The Manaskhand part is clearly active: approved sources say 48 Kumaon temples have been identified or are being connected into one circuit, with first-phase work on 16 temples and a Jageshwar Dham master plan. The Chief Minister Office also lists the Manaskhand Mandir Mala Mission under tourism and pilgrimage achievements. The wider promise, however, covered all temples and gurudwaras within the Char Dham Circuit as well as Kumaon temple beautification; evidence shows ropeway and travel-access progress, including Govindghat-Hemkund Sahib ropeway approval, but not full completion for every temple and gurudwara covered by the promise. This is therefore active and credible, but not fulfilled. Budget: project work and a Rs 150 crore Jageshwar master plan/requested central support are evidenced, but no clean promise-specific state budget allocation was verified in approved sources.
