Our Assessment
The Higher Education Department lists the CM Meritorious Scholarship Scheme for Admission in Top 50 NIRF Institutions, with a 14 March 2024 government order. The order provides ₹50,000 to eligible Uttarakhand students admitted in top-50 NIRF overall universities, up to 100 students. Objective met: the promised target group, NIRF top-50 condition, and ₹50,000 incentive are implemented. The implementation appears to pay on admission/first-year entry rather than after first-year completion, but that does not weaken the delivery objective. Budget: Scheme liability exists through the 2024 government order; beneficiary cap recorded as maximum 100 students.
