“To ensure all round development and empowerment of border districts of the state, we will constitute the Border Region Development Board.”
The promise was to constitute a Border Region Development Board for all-round development and empowerment of border districts. Uttarakhand has a Mukhyamantri Border Area Development Programme, started in 2020, that supports border-area infrastructure, livelihoods, tourism, skill development, growth centres, and reverse migration through annual action plans. In October 2025, the Chief Minister announced plans to form a Border Area Development Council to improve facilities and services in border regions. However, I did not find approved-source evidence that the promised Border Region Development Board, or a clearly equivalent council/board, has actually been constituted. The verdict is pending because the promised body remains unverified, even though related border-area development activity exists. Budget status: MBADP gap-funding exists, but no board-specific allocation or constituted-body budget found.

View sourceWe will increase the special scholarship amount for the wards of ex-servicemen as follows: Intermediate from ₹12,000 p.a to ₹60,000 p.a for 80% and above marks in High School; Graduation from ₹15,000 p.a to ₹75,000 p.a for 80% and above marks in Intermediate; and PG from ₹18,000 p.a to ₹90,000 p.a for 70% and above marks in UG final year.
We will augment the scholarship for the wards of ex-servicemen to cover the school fees and stationery expenses: General education I-VIII from ₹3,000 p.a to ₹5,000 p.a; IX-XII from ₹6,000 p.a to ₹10,000 p.a; U.G. from ₹4,000 p.a to ₹20,000 p.a; P.G. from ₹4,000 p.a to ₹20,000 p.a; and Research and M.Phil from ₹10,000 p.a to ₹50,000 p.a.
We will provide a job-kit with a one time financial grant of ₹50,000 to ex-servicemen at the time of their retirement from the Armed Forces.
