“We will provide an ex-gratia amount in addition to the amount provided by the Central Government to the dependents of martyred soldiers: ₹15 lakhs for accidental death and death due to violence by terrorists or anti-social elements; ₹25 lakhs for death during enemy action in war or border skirmishes or in high altitude inaccessible border posts; and ₹35 lakhs for death during enemy action in international war or war-like engagements.”
The promise was to provide additional state ex-gratia to dependents of martyred soldiers, with category-wise amounts of Rs 15 lakh, Rs 25 lakh, and Rs 35 lakh over and above central support. The Uttarakhand Martyr's Dependent Ex-Gratia Grant Act framework provides for state ex-gratia to widows and dependents, and Business Standard later reported the Chief Minister saying the state had increased the ex-gratia amount for martyr families from Rs 10 lakh to Rs 50 lakh. The implementation appears to be through a higher flat state ex-gratia rather than the manifesto's category table; because Rs 50 lakh exceeds even the highest promised Rs 35 lakh category, the substantive promise is fulfilled. Budget status: benefit rate verified, but no separate annual budget allocation line found.
Business Standard reported the Chief Minister saying the ex-gratia amount for martyr families had been increased from Rs 10 lakh to Rs 50 lakh.

View sourceWe will increase the special scholarship amount for the wards of ex-servicemen as follows: Intermediate from ₹12,000 p.a to ₹60,000 p.a for 80% and above marks in High School; Graduation from ₹15,000 p.a to ₹75,000 p.a for 80% and above marks in Intermediate; and PG from ₹18,000 p.a to ₹90,000 p.a for 70% and above marks in UG final year.
We will augment the scholarship for the wards of ex-servicemen to cover the school fees and stationery expenses: General education I-VIII from ₹3,000 p.a to ₹5,000 p.a; IX-XII from ₹6,000 p.a to ₹10,000 p.a; U.G. from ₹4,000 p.a to ₹20,000 p.a; P.G. from ₹4,000 p.a to ₹20,000 p.a; and Research and M.Phil from ₹10,000 p.a to ₹50,000 p.a.
We will provide a job-kit with a one time financial grant of ₹50,000 to ex-servicemen at the time of their retirement from the Armed Forces.
