Reviewed 30 September 2026. Retained as partial. The Times of India reported on 1 February 2026 that YEIDA invited engineering and financial-supervision tenders for the International Film City in Sector 21, describing the project as entering construction with completion targeted for June 2028. These are implementation milestones, not proof that the promised Rs 10,000 crore Film City is complete or that the full investment has been spent. No verified completion record was found in this review. Previous review (2026-06-10): Partly delivered. The Noida/Greater Noida Film City project has moved forward through YEIDA and investor/developer processes, and official investment material continues to describe the project. However, available evidence shows the project is still under development rather than completed. Marked partial.
