Create 10 lakh jobs through Atmanirbhar Yuva Start-up Mission

The promise includes a numerical outcome of 10 lakh jobs or self-employment opportunities through the Atmanirbhar Yuva Start-up Mission, as well as a number-one startup ranking. Implementation under equivalent programmes can count, but neither endpoint is verified by the latest decisions. The official fifth States' Startup Ranking report documents implemented support, including incentives, funding and government purchase orders, and places UP in the Top Performer category. A category result does not establish a unique overall number-one position. Separately, PIB records 21,960-plus DPIIT-recognised startups and 2,11,580-plus direct jobs in UP as at 31 March 2026. Those are cumulative Startup India ecosystem figures since 2016, not a verified post-2022 total attributable to this mission; they cannot be used as a completion percentage for the 10-lakh target. On 9 October, Cabinet approved the Startup Procurement Scheme 2026, including a planned dedicated e-marketplace. Reports describe procurement ceilings of ₹50 lakh, or ₹1 crore for specified emerging technologies; the final notified rules are still needed to confirm those terms. Approval and improved market access are implementation milestones, not evidence of additional jobs already created. The same day's AI Mission approval is recorded as related context: targets include support for 100 startups, training for 5 lakh youth and more than 100 use cases. Training, startups supported and use cases are different measures from jobs or self-employment. No AI target has been counted toward the promise's delivery. Confidence stays medium because mission-specific employment and a comparable number-one ranking remain unverified.
