The declaration promised that agricultural labour and tenant farmers would also be covered under the Rythu Bima farmer life insurance scheme. As of July 2026 the scheme's eligibility continues to require a Pattadar Passbook, that is, recorded land ownership, which by design excludes landless agricultural labour and tenant cultivators. No approved-source evidence was found that Rythu Bima has been extended to these groups, so the verdict is pending. Budget: no approved-source allocation for extending Rythu Bima to these groups was found.
