The manifesto promised a review of the Pharma City project in Rangareddy district in line with farmers' aspirations and High Court orders, with steps to abolish it. The government's conduct has gone in the opposite direction on the core commitment: after early statements that the project would be scrapped, in September 2024 the government's own Advocate General told the Telangana High Court that the Pharma City project, initiated under the previous government, remained intact, and land acquisition proceeded. Farmers have continued to report denial of welfare-scheme access tied to disputed land records, and as recently as April 2026 officials and police were alleged to have destroyed standing crops in violation of the High Court's ongoing interim protection orders, a matter the court has taken under active consideration. Because the government acted contrary to its own promise of review and abolition by reaffirming the project's continuation before the court, this is recorded as broken rather than partial or pending. Budget: no approved-source allocation figure for continued project implementation was independently verified.
