“Rythu Bharosa: Financial assistance of Rs. 15,000 per acre to farmers, tenant farmers, will be provided every year.”
The manifesto promised Rs 15,000 per acre in annual investment support to farmers and tenant farmers under Rythu Bharosa. The government launched Rythu Bharosa on 26 January 2025 as the successor to the earlier Rythu Bandhu programme, but at Rs 12,000 per acre per year, paid in two seasonal instalments of Rs 6,000 for Kharif and Rabi. This is an increase over the predecessor scheme's Rs 10,000 per acre but falls short of the promised Rs 15,000 by Rs 3,000 per acre. Real and substantial delivery has occurred, with the shortfall attributable to a state-side decision on the payout rate, supporting a partial verdict. The manifesto's inclusion of tenant farmers is reflected in the scheme's stated expansion of eligibility to tenant cultivators subject to lease validation. Budget: the state has reported multi-thousand-crore annual outlays on Rythu Bharosa with disbursements across seasons, indicating both allocation and utilisation, though at the lower per-acre rate.
