The manifesto highlights promised to rejuvenate the three-tier local body system in the spirit of the 73rd and 74th constitutional amendments by devolving responsibilities, funds and management of local development to elected bodies. The government moved to hold overdue rural local body elections in 2025, including for Sarpanch, Ward Member, MPTC and ZPTC positions, applying the enhanced BC reservation, which is a real step toward restoring elected local governance. However, no approved-source evidence was found of a substantive devolution of funds, functions and functionaries beyond conducting elections, which is the core of the promised rejuvenation. Partial progress on restoring elected bodies without evidenced devolution supports a partial verdict. Budget: no approved-source evidence of enhanced untied fund devolution to local bodies was found.
