Intent-match credit is given because the substance matches: the same beneficiaries (citizens with grievances) receive the same core benefit (direct, in-person petition receipt with registered tracking and redressal). However, state-level Prajavani sessions are held twice a week, on Tuesdays and Fridays, at Mahatma Jyotiba Phule Praja Bhavan, conducted primarily by officials rather than daily by the Chief Minister at the camp office, with weekly district-level sessions and an April 2026 order extending the programme to revenue-division level and, in a later phase, mandal level. Real and expanding delivery with a frequency and format shortfall relative to the promise supports a partial verdict. Budget: no dedicated budget line was examined; the programme runs through existing administrative machinery and no allocation-versus-utilisation evidence was found.
