The manifesto promised a full-fledged inquiry by a retired High Court judge into scandal and corruption allegations concerning the previous BRS/TRS government, with legal action based on it. The inquiry component was delivered in substance: a Commission of Inquiry headed by Justice P.C. Ghose, a retired Supreme Court judge (the manifesto specified a retired High Court judge; the delivered mechanism is credited as matching the promised substance of a judicial commission), was constituted on 14 March 2024 to examine alleged irregularities in the Kaleshwaram Lift Irrigation Project, submitted its report on 31 July 2025, and the report was tabled in the Assembly in August 2025, after which the Chief Minister announced a decision to hand the investigation to the CBI. The legal-action component is currently blocked: on 22 April 2026 the Telangana High Court upheld the constitution of the Commission but declared its findings adverse to the petitioners inoperative for violation of natural-justice safeguards under Section 8B of the Commissions of Inquiry Act, 1952, directing that no action be taken on their basis. All references to wrongdoing are allegations and commission findings under legal challenge; no court has established guilt against any individual. Delivery of the inquiry combined with a court bar on consequent action supports a partial verdict. Budget: no dedicated allocation was examined; no budget-utilisation evidence found.
