“Congress will procure all crops with additional bonus on Minimum Support Price (MSP).”
The declaration promised procurement of all crops with an additional bonus over the Minimum Support Price, accompanied by a schedule of enhanced prices for ten crops (for example paddy 2,683, maize 2,200, red gram 6,700, soya bean 4,400, cotton 6,500, chilli 15,000, turmeric 12,000, sorghum 3,500, sugar cane 4,000 and jowar 3,050 rupees per quintal). The one component with approved-source evidence of delivery is the paddy bonus: the state pays a Rs 500 per quintal bonus, but restricted to fine paddy varieties, which is tracked in detail as a separate promise (see the Rs 500 per quintal paddy bonus entry). No approved-source evidence was found that the other nine crops are procured at the promised enhanced prices, and several of them (such as chilli and turmeric) have no central MSP at all, while MSP itself is set by the Centre and the state can only add a bonus on top. Because only a narrow slice of the promised schedule is delivered, the commitment is partial. Budget: the state reported large paddy-procurement outlays with a paddy bonus component, but no approved-source allocation evidence was found for enhanced procurement of the other listed crops.
