However, the delivery diverged from the promise in two ways: it was carried out in phased instalments (beginning July 2024) rather than at once immediately on assuming power, and the completed amount fell below the government's own earlier estimate of about Rs 31,000 crore for around 40 lakh families, with opposition members and some farmers disputing whether all eligible sub-Rs-2-lakh borrowers were covered. Real, large-scale delivery combined with a timing shortfall and contested completeness supports a partial verdict; a disputed verdict is defensible given the conflict between the government's completion claim and critical reporting. Budget: the government reported disbursing about Rs 20,616 crore against an earlier estimate of about Rs 31,000 crore, indicating allocation with utilisation below the initial projection.
