Our Assessment

The manifesto promised eight region-specific heritage centres with an investment of Rs 800 crore to research and preserve traditional cuisine, clothing and folk art. The July 2024 Budget created a broad tourism infrastructure fund and a heritage conservation authority, while the February 2025 Budget announced a Shekhawati Haveli Conservation Scheme. A conservation toolkit for Shekhawati havelis was launched in November 2025, showing activity for built heritage in one region. These measures do not establish the promised research and preservation centres in Shekhawati, Dhundhar, Braj, Hadoti, Mewar, Marwar, Ajmer and Bikaner, and no approved evidence of any such centre becoming operational was found. The promise therefore remains pending because adjacent heritage conservation work cannot substitute for the specified institutions and statewide coverage. Budget: Broad tourism and heritage allocations exist, but no centre-specific Rs 800 crore allocation, sanction or utilisation was verified.
