The State Planning Department, with CGTMSE, set up the Manipur Credit Guarantee Scheme (MCGS) with a Rs 10 crore state corpus to extend collateral-free credit-guarantee coverage to MSEs and startups; CGTMSE reported hundreds of applications and crores in guaranteed loans from January 2023. This addresses MSME access to finance, but it provides collateral-free credit guarantees, not the interest-free loans for technology upgradation specifically promised. Marked partial: an MSME credit-support mechanism was created, but it differs from the promised interest-free loan instrument. Context: Manipur saw ethnic conflict from 3 May 2023 and was under President's Rule from 13 Feb 2025 to 4 Feb 2026 (about 23% of the term with no elected government), which materially constrained delivery. Manipur state schemes are under-reported in national outlets, so confidence is low and absence of evidence is not treated as confirmed abandonment.
