Go to Village, launched 2018, and Go to Hills are existing Manipur Government doorstep-delivery flagships that pre-date this term; Phase I had covered 2,679 villages before the 2022 manifesto. The promise was to expand coverage. The programmes continued to exist, but approved-source evidence of expanded coverage during 2022-2026 specifically is thin, and the conflict severely disrupted village and hill outreach, with administration effectively split along ethnic lines. Marked partial: established flagship continued, but the promised expansion is unverified and was conflict-disrupted. Context: Manipur saw ethnic conflict from 3 May 2023 and was under President's Rule from 13 Feb 2025 to 4 Feb 2026 (about 23% of the term with no elected government), which materially constrained delivery. Manipur state schemes are under-reported in national outlets, so confidence is low and absence of evidence is not treated as confirmed abandonment.
