Prime Minister Narendra Modi announced an AIIMS for Manipur on 1 March 2022 under the Atmanirbhar Bharat framing. However, the Minister of State for Health and Family Welfare told Parliament on 21 March 2025, replying to Manipur MP Dr Angomcha Bimol Akoijam, that there is no proposal for the establishment of a new AIIMS in Manipur in the current phase of PMSSY, and that there is no provision to upgrade RIMS, Imphal into an AIIMS. Manipur is absent from the 22 AIIMS approved under PMSSY. As this is a central sanctioning decision, the verdict is not affected by the state President's Rule period. An announcement was made but no AIIMS has been sanctioned or established, hence broken; recorded as such with the original announcement noted for transparency.
