India’s maritime vision continues to be actively pursued and expanded: the SAGAR (Security and Growth for All in the Region) doctrine articulated in 2015 was broadened in March 2025 into MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions), supported by naval presence near key chokepoints, the biennial MILAN exercise, the Information Fusion Centre-Indian Ocean Region (Gurugram), around 22 white-shipping agreements, and Indo-Pacific frameworks such as the Colombo Security Conclave and IONS. The collaboration pledge is being delivered as an ongoing, evolving effort. Partial.
