Our Assessment

high

The 2024 Sankalp Patra reiterated the commitment to a Uniform Civil Code for the country. At the national level no UCC has been enacted. The most concrete action is at the state level: BJP-governed Uttarakhand passed the Uniform Civil Code, Uttarakhand Act, 2024 (presidential assent in March 2024) and brought it into force on 27 January 2025, becoming the first state to implement a UCC, covering marriage, divorce, succession and live-in relationships, with Scheduled Tribes exempted. Other BJP-ruled states have signalled intent to follow. Marked partial: meaningful state-level implementation has begun, but the nationwide Uniform Civil Code implied by the manifesto has not been enacted.
