Further, we will facilitate home ownership for middle-income families through comprehensive measures including cost reduction in construction and registration, regulatory reforms like enabling automatic approvals for standard housing designs and promoting mixed-use housing.”
The Real Estate (Regulation and Development) Act (RERA) remains in force and is being strengthened operationally, and affordable/middle-income housing is supported through PMAY-Urban 2.0 (approved 2024, targeting an additional one crore urban houses with an Interest Subsidy Scheme for middle-income families). Regulatory reforms such as model building bye-laws, ease of construction approvals and mixed-use/transit-oriented development are being encouraged with states. However, the specific reforms pledged (automatic approvals for standard designs, cost reduction in construction/registration) are at varying stages of state-level adoption. Partial.

We will continue eliminating open landfills to manage all kinds of waste being produced in Bharat through ‘Waste to Wealth Mission’.
We will develop more green spaces like parks, playgrounds etc., reviving water bodies and developing natural spaces to make cities more adaptable, sustainable and people-friendly.
