The Citizenship (Amendment) Act, 2019 received Presidential assent in December 2019, and the enabling Citizenship (Amendment) Rules, 2024 were notified by the Ministry of Home Affairs on 11 March 2024, operationalising the law. An online application portal was launched, and the first set of citizenship certificates under the CAA was issued on 15 May 2024, with grants continuing through District-Level and state Empowered Committees. The pledge to implement the CAA and begin conferring citizenship on eligible applicants has therefore been delivered. (Note: the constitutional validity of the CAA and the 2024 Rules is under challenge in the Supreme Court, which has not stayed their operation; the assessment here reflects implementation status, not the merits of the legal dispute.)
