Our Assessment

high

The Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024 - which together would enable simultaneous Lok Sabha and state assembly elections - were introduced in the Lok Sabha in December 2024 and referred to a Joint Parliamentary Committee chaired by BJP MP P.P. Chaudhary. As of early 2026 the JPC was still holding consultations, and its reporting deadline was extended to the 2026 Monsoon Session. The bills require constitutional amendments and face strong opposition from several parties on federalism grounds. No law has been enacted, so the commitment remains in progress.
