Our Assessment

high

GST simplification has been delivered through the "GST 2.0" reforms approved at the 56th GST Council meeting (3 September 2025) and implemented from 22 September 2025. For MSMEs and small traders these include a simplified two-slab structure (5% and 18%), pre-filled GST returns, automated input-tax-credit matching, a single simplified monthly return, faster (around 7-day) automated refunds, mobile-first filing apps and time-bound tech-based registration. These directly improve portal accessibility for small businesses. The pledge to simplify the GST portal for MSMEs is fulfilled (with adoption support continuing).

Promise Timeline

22 Sept 2025

GST 2.0 reforms take effect: two-slab structure, pre-filled returns, automated ITC matching, faster refunds and mobile-first filing, easing compliance for MSMEs and small traders.
