Our Assessment

medium

Compliance-reduction and decriminalisation efforts continue: the Jan Vishwas (Amendment of Provisions) framework decriminalises minor offences, Budget 2025-26 announced a light-touch regulatory push and a high-level committee for regulatory reforms, and MSME classification thresholds were raised (investment up to 2.5x and turnover up to 2x) to ease scheme access and graduation pressures. States are being encouraged to simplify their legislations (e.g. via the Business Reforms Action Plan). A broad, measurable reduction in compliances delivered jointly with states is in progress rather than complete. Partial.
