Startup expansion into tier-2/tier-3 cities is well underway: DPIIT-recognised startups grew from about 300 in 2016 to more than 1.25 lakh by 2025, with active clusters in Indore, Jaipur, Kochi, Coimbatore and others, supported by Startup India and state-level startup policies. The broader "global hub for high-quality services including tourism" element is more diffuse and not readily measurable. Partial: a clear, ongoing structural trend rather than a single completed deliverable.
