Startup expansion into tier-2/tier-3 cities is well underway: DPIIT-recognised startups grew from about 300 in 2016 to more than 1.25 lakh by 2025, with active clusters in Indore, Jaipur, Kochi, Coimbatore and others, supported by Startup India and state-level startup policies. The broader "global hub for high-quality services including tourism" element is more diffuse and not readily measurable. Partial: a clear, ongoing structural trend rather than a single completed deliverable.
DPIIT-recognised startups reach 1.25 lakh+ (from ~300 in 2016), with tier-2/tier-3 clusters (Indore, Jaipur, Kochi, Coimbatore, etc.) gaining prominence.

Our efforts at improving connectivity, building better infrastructure and reaching out to the world has significantly increased tourist footfall. We will expand the range of programmes to further expand the tourism sector and increase employment opportunities.
We will further strengthen our efforts to make Bharat the global hub for High-Value Services by establishing more Global Capability Centres (GCCs), Global Tech Centres (GTCs) and Global Engineering Centres (GECs).
Unprecedented investment in infrastructure has created a large number of employment opportunities. We will continue this investment for employment growth.
