Our Assessment

high

A nationwide Uniform Civil Code (UCC) has not been enacted. At the state level, Uttarakhand became the first state to implement a UCC, with its rules coming into force in January 2025, and some other states have announced intentions to consider similar legislation. The 22nd Law Commission sought public views on a UCC. The central pledge to draw up a Uniform Civil Code remains at the consultation/advocacy stage rather than enacted nationally. Pending (state-level movement noted; assessment reflects status, not the policy’s merits, which are contested).

Promise Timeline
