Our Assessment

high

The process has advanced through formal stages: a High-Level Committee chaired by former President Ram Nath Kovind (constituted September 2023) submitted its report recommending simultaneous elections in March 2024; the Union Cabinet accepted the recommendations; and the Constitution (129th Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024 were introduced in the Lok Sabha in December 2024 and referred to a Joint Parliamentary Committee, whose tenure has been extended to the Monsoon Session of 2026. The commitment is being actively pursued, but simultaneous elections have not been implemented (the bills are still under parliamentary examination and require constitutional amendment). Partial.
