Our Assessment

high

The Automated Permanent Academic Account Registry (APAAR), the "One Nation, One Student ID" system aligned with NEP 2020 and the National Credit Framework, has scaled rapidly: over 33.85 crore APAAR IDs had been registered and linked to the Academic Bank of Credits via DigiLocker by November 2025, and CBSE mandated APAAR as the primary identifier for affiliated schools. However, registration remains voluntary (requiring parental consent) and is not yet universal, so the pledge’s explicit target of 100 per cent implementation has not been reached. Partial (strong action).
